How can your state progress?
In 2021, North Carolina notably revised and adopted a comprehensive early literacy policy that included a requirement for elementary educator preparation program coursework to be aligned to the science of reading. Recently, the state banned three-cueing instructional materials in K–3 and educator preparation programs. The Tar Heel State has funded 115 early literacy specialists to support districts but could strengthen its coaching model by requiring the placement of literacy coaches in every elementary school.
